To make this work, Pakistan has created a new authority called ISMO (Independent System and Market Operator).
ISMO is like the “Traffic Police” of the electricity grid.

- It ensures that when you sell 1 MW to a factory, the grid wires transport it safely.
Why is this good? Before, the government controlled everything. Now, ISMO is an independent referee, ensuring fair play for private solar businesses.

The Dec 2025 Breakthrough: The 800MW Auction
Last month (Dec 2025), the government approved a Pilot Project. They are auctioning the rights to wheel (transport) 800 MW of power.
- Who is it for? Mostly for large “Bulk Power Consumers” (BPCs) like factories, universities, or housing societies with a load of 1 MW or more.
- The Opportunity: If you have a large roof or piece of land, you can install a commercial solar setup. Instead of Net Metering (where rates are dropping), you can sell this power to a nearby industry at a premium rate.
